This effect used to have other names, most of them unprintable.

It happens when fine silver wire is used on copper, often for cloisonné, and the piece becomes overheated. Then the silver melts into the copper and pushes the enamel aside leaving a bare faintly ridged and shiny surface – bother and double bother!
